The Queensland Police Sporting Association Inc. (QPSA) exists to support and strengthen the Queensland Police Service (QPS) through the power of sport and recreation.
Founded in 1987, the QPSA is more than just a sporting body, we’re a community. Our mission is to foster camaraderie, sportsmanship, and wellbeing among QPS employees, both sworn and unsworn, by encouraging participation in sport at all levels. Whether it’s local events, interstate challenges or international competitions, we provide opportunities for our members to connect, stay active, and build lasting bonds beyond the badge.
All funds and resources are reinvested into these goals, ensuring our activities and programs continue to enrich the lives of QPS personnel across the state.

The QPSA is governed by a committee of individuals passionate about sport and it’s benefits for QPS and Emergency Services personnel.
President
Gary Tobin – Training Officer
Gary served 40 years in the Queensland Police Service, attaining the rank of Senior Sergeant, and in 2023 returned as a Training Officer in Frontline Skills Training. He is the current President of the QPSA and a long-standing committee member. A lifelong sports enthusiast, Gary has competed extensively in soccer (football) as both a player and coach and has represented at many Police Games, including the APESG, World Police and Fire Games, and International Law Enforcement Games.

Senior Constable Ropati Nasalio
Ropati, known to everyone as Rappa, has served 19 years with the Queensland Police Service, including 13 years on the frontline in Logan District and the past six years as an Instructor in Frontline Skills & Training. He is the current Vice President of the QPSA and has a strong passion for sport, health, and fitness. Outside of work, Ropati coaches touch football at school, club, representative, and international levels.

Sergeant Belinda Patrick
Belinda has been a police officer since 2004 and a QPSA member for most of her service. She joined the QPSA committee in 2016 and has held roles including Director of Administration and Director of Finance, the latter of which she continues today. Belinda is also the Assistant Games Manager for the 2026 Australasian Police and Emergency Services Games (APESG). She is an enthusiastic competitor, regularly playing QPS Rugby League, AFL, touch football, oz tag, and dodgeball.

Acting Senior Sergeant Rebecca Dale
Rebecca has served 34 years as a police officer and has been a member of the QPSA since graduating, joining the committee in 2000 and serving eight years as President. She is currently the Games Manager for the 2026 APESG and the Director of Marketing and Sponsorship for the Australia and New Zealand Police Games Federation (ANZPGF). Rebecca is particularly passionate about touch football and has proudly represented the QPS in the sport.

Phillipa Sesega – Administration Officer
Phillipa has worked as a Station Client Service Officer with the Queensland Police Service for 10 years. She joined the QPSA in 2022 and became a committee member in 2023. A newer competitor to Police Games, she participated in the QPESG 2023 in Rotorua and the QPES 2024 in Cairns. Phillipa is heavily involved in her local netball club, where she serves as President and Umpiring Convenor, while also playing, coaching, and umpiring alongside her two daughters.

Sergeant Javier Cerdan
Javier is a sworn member of the Queensland Police Service with 26 years of service. He has been a long-standing member of the Queensland Police Sporting Association (QPSA) and recently joined the committee. Javier is a passionate sports enthusiast, holding a third-degree black belt in Karate (Sandan), playing football (soccer) with pride in his Spanish heritage, and training to compete in his third 70.3 Ironman.

Mal Farrow – Training Officer
Mal served 21 years in the Royal Australian Air Force before joining the Queensland Police Service as an unsworn instructor. He became a QPSA member in 2024 and brings with him a strong background in martial arts and cycling. A former Muay Thai instructor and amateur bicycle racer, Mal has competed in events including criterium races and the 2015 Peaks Challenge, a 235km ride with 4000m of climbs. He has also fought in amateur Muay Thai bouts in Acacia Ridge and on the Gold Coast.
